Cheat:
Choose firefight solo (can be any difficulty), than you must hijack 3 choppers and store them into the building you start off in.

Then you must blow all 3 up with 3 shots of the Spartan Laser, once you do this the two guns that you have on you will be fully loaded (grenades are not included).
