The building across from the Construction building with the mounted machine gun, go to the top of the staircase on the side where the gas station is.
From there, jump on the side rail and face the building.
On the side there is a metal window thing sticking out.
Get as far back on the rail as you can, then sprint forward and jump onto it.
From there, move forward towards the corner of the building, once you reach it, you can see a balcony on the other side, you can just walk into it if you're in the crouch position.
