On Backlot where the big building is near the palm tree, there is a smaller building with a metal sheet around it.
As you go up the ladders you will notice a gap on the left, if you go up to that gap turn sideways and jump in the middle of it.
Once done the button A will appear so you click that and you will jump up onto the metal fence.
Walk along there and turn left. Once you reach another gap turn round and you will see a wall with a series of wooden poles.
Sprint towards that and you will land on a piece of wood, then as you carefully jump on each piece you will notice a balcony on the last piece of wood.
Move back as far as you can, then sprint and then jump onto the side of the balcony.
Once this is done just simply jump into the balcony.
