Go to the hole in the big brick wall, walk through it towards the houses, there should be a little staircase leading into the house.
Before you go into the house jump onto the tin fence, then walk down the fence, now there should be a opening in the fence so jump across it to the other fence.
Then walk up against the big brick wall, duck down and now you have control of the wooden bridge and the house that enables you to get on the propane tank and the little grove!
