Cheat:
First, gather the 3 necessary Shield parts. There will be exactly 1 part in each district, in the same section as the perk machine (3 locations per part in each area). Build at a Workbench.

Using RT, rocket through a crowd of zombies so that you get 10 hits. This will give a 'bowling pin strike' noise. Repeat this 9 more times perfectly (perfect game: 10 strikes/frames of bowling).

You will hear laughter as the upgrade is complete.

Now the Shield will be named 'Goddard Apparatus' and have 4 charges instead of 3 and be stronger.

If the Shield breaks, you must repeat this process.

However, if you trade your Goddard Apparatus for a regular Rocket Shield before the Goddard Apparatus breaks, then the Rocket Shield will be stronger and do more damage. Simply walk up to the Rocket Shield Workbench and hold X to trade. You will no longer be able to do the Goddard Upgrade, but it won't be necessary.

Notes: I have encountered a glitch where all zombies stay in their spawn or run in place on the map, they can't path toward me.

Encountering this glitch in the mid 50 rounds, I found that:

1. A single zombie can be hit 10 times for a 'strike' if it's strong enough to take 10 hits from a Rocket Shield boost. You don't technically need to kill 10 zombies, just get 10 hits.

2. While the regular Rocket Shield barely scratched round 53 zombies, after the upgrade to Goddard Apparatus and then swapping it for a regular Rocket Shield, the Rocket Shield could now take out groups of zombies in 3 rocket bursts and maintained this strength afterwards.

So, upgrade it and then swap it. Whether this was intended, or a glitch, I cannot say.
