Cheat:
Start by going out the front of the Agency where there is a gang war.
Shoot the mob cars and take a cop car and drive through the tunnel into the Agency.
Once you see the door jump out at the last second, getting you stuck.
Walk back a little and then enter through the door.
Then go to the Agency vehicles and select the SUV, it will have no wheels and you can drive it.
