To defeat the Gun Shop Boss (Cleatus) just fire on him from outside the door (after the mission is activated) there will be plenty of zombies but no fatal shotgun blasts (or at least they dont hit as often).
To make it even easier - the gun shop is abandoned before the mission where you defeat Carlos for the first time - only shotguns & sniper rifle available at this stage though...
