When you go to Wonderland Plaza there is a man called Paul in the ladys store (Casual Gals).
Defeat him then get a fire extinguisher, help him and take him back to the security room.
After go outside and then you will get a call from Otis saying you have a present from Paul.
Go back and talk to Paul and he will give you unlimited petrol bombs.
