Cheat:
When the phantom ship comes back, go to the allies and look for a low ledge (there is a little pile of rubble beside it) and double jump onto it.
Then double jump again to the ledge right in front of you and take a left on top of the roof top and look for what looks like a broken bridge and jump on top of it.
Turn left and jump onto the ledge in front of you.
Go forward and jump down.
