The Foreign Skull can be found on the the mission Truth and Reconciliation. You get it from the hangar where the Marines are dropped off to help you.
First you need to kill all the enemies until the music starts up and then wait in the far right hand side of the room. After that, rush through the doors that the third wave of hunters emerge from.
The Foreign Skull is through that door!
