Cheat:
Instead of running into an outpost where fuel is, just have a car ready next to where you throw your "Resource Pickup" beacon.
That way, once you throw the beacon, you can get in your vehicle and drive away from the outpost.
By the time Ewan (the helicopter pilot) picks it up, you will be long gone and the faction can't report you.
