Spy Gadget Upgrades Hint 2 (Multiplayer) cheat for Splinter Cell Double Agent on Xbox 360
Cheat:
Stand at the box and drop flash bangs or smoke constantly for about five minutes.
You can time it right by dropping one and picking up one as soon as you drop it, so it looks like you are dropping them non stop.
It takes some practice but I got my gadgets up to 100% in 1 game.
