Cheat:
In order to correctly duplicate items you must first start off with any number of scrolls more than 1 (if you have 2 or more scrolls this cheat will work).

The number of scrolls you have will determine the number of items that you duplicate. (eg . if you have 10 magic scrolls then you will duplicate 10 items).

Now in order to use the cheat its best to not have weapons equipped.the cheat will still work but its not necessary.

1. Look directly at the ground where you want the items to drop.
2. Hit the B button to go into the menu.
3. Scroll to the magic scroll with the number of items you want to duplicate.
4. Scroll to the item you want to duplicate and hit the X button to drop it.
5. Once you've dropped the item you want to duplicate exit the menu and you item should fall down on the ground where your looking.

Personally the easiest way to do this is to get a set of 5 of the same scrolls, 10 of a different scroll, 50 of another scroll, and 100 of another type of scroll.
(EG. 5 Flare, 10 Frost, 50 Shock, 100 Charm)

After you've used the cheat be sure to change the spell type that you have equipped or else you will use one of your scrolls and mess up you duplicating numbers.

If your duplicating to sell the items and make money the best place to go is anvil with a really expensive piece of Armour.

Use the duplicating system i have explained and if your character becomes over encumbered keep duplicating until you have 100 of the item the drop the items (it will drop all 100 as 1 item so don't panic when you drop them all and only 1 appears).
Now look at the item so that you have the option to press A and pick them up, dont pick them up yet push and hold the left bumper to carry the object until your close enough to barter with the merchant. Once your close enough press a to pick up the items and sell them.
