Cheat:
First of all, it's probably best if you start a new character.

Once you are out of the sewers in the beginning, do not go back in.

Do not do anything before you do the following. The next thing you need to do is get the staff of corruption from that daedric shrine and you also need the risen flesh spell OR the King of Worms Staff which you get at the end of the Mages Guild.

Once you have these items, you may go back into the sewer and retrace your steps to where the emperor died.

Once there cast the risen flesh or the king of worms staff on the emperor's body. Once the body fully rises, cast the staff of corruption on the body which will clone the emperor.

Now here is the tricky part. Kill the cloned emperor but before the cloned emperor's body hits the floor and vanishes press start as fast as possible, save it, load it, and while it is loading tap A as fast as possible which will quickly access the cloned emperor's inventory, which will allow you to take the emperor's robes and shoes.

I swear this works.
