Cheat:
When you go into the Helgen Keep, go with Ralof and follow him all the way to the part with the bear.

He will give you a bow and ask if you want to kill or sneak past the bear.

Go into sneak mode behind Ralof and start hitting him with an iron dagger. Your sneak will increase rapidly.

The bear will not attack you as long as you don't get too close.

If Ralof gets to close to the bear, because he moves when you hit him, then bash him backward with the dagger.

Note: this must be done at the beginning of the game and you must be a khajiit.
