Cheat:
Fast travel to Whiterun. Immediately turn right and enter a little room with the barrel in it.

Take your armour off and jump on to the barrel. Turn to the direction the main gate is.

Jump on to the indented part of the wall and keep jumping and moving forward (you may fall, just repeat and keep trying).

Eventually you will get on top of the wall. Carefully walk around the inside of the wall and fall out the other end of the wall.

You are now outside of Whiterun without going through the loading screen. Walk around the wall until you reach Dragonsreach. There should be two blank spots where there isn't any ground.

Go to the second spot and walk to the area of dark looking rock. Walk forward and you should fall through the rocks.

You are now under Whiterun. Walk forward and you should see a floating chest. The Skyforge is above you.

Go to the chest and search it. Depending on your level it will have weapons, armour, miscellaneous items, and gold lots and lots of gold.
Up to 2,000 gold.

To exit walk, to the stairs leading to the cloud district (you can whirlwind sprint if you are carrying to much). Just walk through the stairs.
