Access the Cheat Menu cheat for Tropico 4 on Xbox 360
Cheat:
Accessing the cheat menu on Tropico 4 is slightly different to that of Tropico 3.
Open the in-game menu (the one with the entries for "Restart", and "Quit").
While in that menu, press both buttons required to follow a citizen (designated "left thumb click") and the button for following a citizen ("right thumb click").
This should prompt you if you want to cheat or not.
If you say yes, then the cheat menu opens!
